사람은 누구나 각자 처한 입장에서 생각하기 마련이다.
'간사(奸詐)'라는 한자를 뜯어보면 간악할 간(奸)에 속일 사(詐)를 쓴다. 마음이 바르지 못하고 남을 거짓으로 속인다는 뜻이다.
사실 인간이 자신의 처지와 입장에 따라 이익을 계산하고 이기적인 선택을 내리는 것 자체는 본능의 영역일지도 모른다.
경제학이나 진화생물학의 관점에서도 자기 몫을 지키려는 욕구는 생존을 위한 본원적 작동 방식이다.
진짜 문제는 그 노골적인 사익을 공적이고 고결한 명분으로 포장하는 방식이 너무나 교활해졌다는 점이다.
'사다리 걷어차기'
자격시험을 준비하는 수험생일 때는 누구나 문제가 쉽게 출제되어 자신이 합격 문턱을 넘기만을 간절히 바란다.
그러나 일단 합격증을 쥐는 순간 입장이 변한다. 전문성을 핑계 삼아 난이도를 대폭 올리고 선발 인원을 줄여 자신의 자격증에 희소성이 생기기를 바란다. 문을 통과하기 전과 통과한 후의 입장이 뒤바뀌는 것이다.
기괴한 심리가 작동하는 대한민국 부동산
대표적인 사례가 용산 미군기지 반환 부지 논란이다.
도심 한복판 알짜배기 땅에 서민과 청년을 위한 주택을 공급하자는 방안이 나오자마자 인근 주민들은 격렬한 반발을 쏟아냈다. 그들이 내건 명분은 환경이다.
"미래 세대를 위한 국가적 생태공원 조성"
"서울의 허파를 지키는 센트럴파크 구현"
"도심 난개발 결사반대"
과천 경마장 이전부지 역시 똑같다.
정부종합청사 유휴부지와 과천 경마장을 이전시키고 그 자리에 주택을 짓겠다고 발표하자, 주민들은 머리띠를 두르고 시위를 시작했다.

"급격한 인구 유입으로 인한 교육난, 교통난 유발 결사 반대"
겉으로만 보면 국토의 백년대계와 환경을 걱정하는 의로운 시민들의 외침 같다. 그러나 그 거창한 구호 뒤의 껍질을 한 겹 벗겨내면 이기적인 심보가 들어난다.
"내 집값 떨어지니 남의 집 짓지 마라."
집이 없어 길거리에 나앉을 판인 사람들의 절박함은 안중에도 없다. 오직 내 아파트의 호가가 떨어질까 봐, 내가 비싼 돈을 치르고 선점한 도로와 지하철, 학군이라는 안락한 인프라를 새로운 이들과 나눠 쓰기 싫다는 탐욕뿐이다.
"내 집값 떨어지니 짓지 마라"라고 말하면 공론장에서 천민자본주의로 비판받으니, 반박하기 어려운 '환경'과 '미래 녹지'라는 거창한 가면을 빌려 쓴 것에 불과하다.

남들이 살 집을 짓겠다고 하면 "녹지가 파괴된다", "교통 대란이 일어난다"며 결사반대 깃발을 치켜들던 바로 그들이, 자기 동네 재건축은 하루라도 빨리 규제를 풀고 인허가를 내어달라며 구청과 시청을 압박한다.
남의 집 짓는 것은 환경 파괴이자 난개발이지만, 본인 집을 허물고 40층, 50층짜리 초고층 랜드마크로 다시 올리는 것은 정당한 재산권 행사이자 주거 환경 개선이라는 논리다.
인위적인 규제가 낳은 희소가치, 아파트
국가는 국토의 무분별한 훼손을 막는다는 명분 아래 땅의 지목과 용도를 촘촘히 묶어두었다.
지을 땅이 극도로 제한되다 보니 입지 좋은 아파트는 시간이 흐를수록 희소가치를 띤다.
일반 공산품이라면 40년이 지났을 때 고철값으로 떨어져야 할 감가상각의 법칙이 아파트 시장에서는 완전히 뒤집힌다.
낡고 썩어 녹물이 나오는 콘크리트 덩어리가 '재건축'이라는 호재를 품고 사골곰국처럼 진해지며 신축 못지않은 값을 받는다.

안전이라는 인간의 기본권을 다루는 안전진단이 '신축 로또로 가는 공식 입장권'으로 전락한 셈이다.
헌 집을 줄 테니 새 집을 달라는 마법 속에서, 거주 공간으로서의 집은 사라지고 철저하게 자본 증식의 탐욕만 남는다.
집이 부족해 청년과 무주택자가 전월세난에 고통받고 주거 사다리를 잃어가도, 기득권을 쥔 이들은 환경과 미래라는 명분 뒤에 숨어 남의 집 짓는 길목을 결사적으로 가로막는다.
"남의 집 공급은 안 되지만 내 재건축은 속전속결로 되어야 한다"
이런 이중성의 본질은, 결국 타인의 절박한 생존권보다 내 호가 창의 몇천만 원을 더 우선시하겠다 는 계산이다.
타인의 주거 불안정 위에 내 아파트의 호가를 쌓아 올리고, 남의 셋방살이 고통 위에 내 출퇴근길의 한적함을 얹어두는 사회는 결코 오래 지속될 수 없다.
청년들이 주거난으로 미래를 포기하고 사회 전체의 동력이 꺼져버린다면, 내가 결사적으로 지켜낸 아파트 한 채의 가치 역시 결국 모래성이 될 뿐이다.
다 같이 살 수 있어야 나도 비로소 살 수 있다.
개인과 특정 집단의 사익이 국가 전체의 공공 이익과 정면으로 충돌할 때, 정치는 표 계산을 멈추고 국가는 흔들리지 않는 공권력으로 단호하게 개입해야 한다.
환경보호의 언어로 위장된 이기주의의 성벽을 허물고 공공의 빗장을 푸는 결단이야말로 국가가 존재하는 이유다.

"My house price is falling, so don't build someone else's house."
The desperation of people who are on the verge of being left out on the streets due to lack of homes is completely disregarded. The only greed is that I don't want to share the comfortable infrastructure of roads, subways, and school districts that I secured at a high cost with new people, fearing that the asking price of my apartment will drop.
Saying "Don't build it because my house price is falling" would only lead to criticism in public as vulgar capitalism, so it's merely wearing the grand mask of an undeniable 'environment' and 'future green space.'
The astonishing duality of strongly opposing the construction of someone else's house but actively pushing for the reconstruction of one's own home.
Those very people who used to raise their flags of vehement opposition, saying "the green space will be destroyed" and "traffic chaos will occur" when others said they would build houses for their neighborhood redevelopment are now pressuring the district office and city hall to ease regulations and issue permits as soon as possible.
The logic is that building someone else's house is environmental destruction and reckless development, but demolishing one's own house and rebuilding it into a 40- and 50-story super-tall landmark is a legitimate exercise of property rights and an improvement of the residential environment.

The essence of this duality ultimately stems from the calculation that my own desire to prioritize tens of millions of won over the desperate right to survival of others.
A society that piles up the asking price of my apartment on top of others' housing insecurity and places the tranquility of my commute on top of the pain of others' rented rooms can never last long.
If young people give up their future due to housing shortages and the driving force of society as a whole is extinguished, the value of the apartment I desperately defended will ultimately become a sandcastle.
Only when we can all live together can I truly live.
When the private interests of individuals and specific groups directly clash with the public interests of the entire nation, politics must stop counting votes, and the state must intervene decisively with unwavering public authority.
The very reason for a nation's existence is to dismantle the walls of selfishness disguised as the language of environmental protection and to unlock public barriers.
